The individual "holding" the sign also is standing at the crosswalk, and traffic is often held up as drivers stop and wait, assuming he means to cross.

On 7/28/2016 @ 4:30 pm the sign picture above along with a young man waving an orange flag stood on the corner of Congress and Park. It has been not 2 weeks since this issue was closed. After many complaints over a 6 month period. , the city finally acted and now this !! This is ridiculous Portland and should be dealt with immediately not 6 months from now with numerous service requests numbers!

Maybe Unified should make all of there signs all cute and colorful like the 100's of others that litter the city streets. Will that make them less conspicuous? Because nobody seems to mention all of the other business signs on Congress, commercial, Moulton, Dana, exchange, market streets etc...

Mrs, Picky, the issue is that the UPP signs are more then 20 feet from the lots. 20 feet is what the city's regulations specify. Nearly all of the other signs comply with city regulations. This is aside from the fact that they're huge and ugly. Optimal Self on Congress St. also has an ugly sign but it's only about 6 feet from their door.

The only issue here is whether UPP's signs on Congress Street comply with the city's sign codes. They do not. It's really that simple.

Yes, many downtown businesses use sidewalk signs, and from what I see they generally comply with the requirements of the sign code, the primary one being that are located within 20 feet of the business.

It appears that the UPP business model is to trick people into parking in their lots so they can punish them when they are unable to comply with their ridiculous & unrealistic terms of use... which, BTW, are in fine print & poorly lit...

UPP should expect that a patron of theirs, out of an evening event, would want to park for say, 4 hours... yet that option is not available to them... Who wants to leave in the middle of a concert or sporting or family event to renew their parking?

Their lots are nothing but traps for unsuspecting out-of-towners, and these flaggers & sidewalk signs are "bait" to get people to ultimately pay the punitive rates in order to get their car back... This appears to be their business model... to punish... That's where the big money is...They are desperate to lure people in... and will deft the city code to do so...even by mimicking the look of Portland's "pay & display" program... In the end, it all reflects poorly on the City of Portland...

I've used a handful of the lots some are 24/7 others are just nights and weekends. Im pretty sure you can by as many hours as you need. They have an app that allows you to add time from wherever, but i haven't used that.

Got it... I was under the impression that a lot of people thought it was city sponsored parking... only to find out otherwise, after they were punished... At any rate, I hope the city can work with them on their aggressive approach, not only with sign placement, but other things they are doing that hurts the city's reputation...
