my mobility scooter wheels get caught where the street meets the drive while avoiding cars entering and exiting. there is also a hole in the sidewalk path that sometimes gets me. please asphalt patch this and make my life .018% better. thank you.

I was walking behind a blind man and his seeing eye dog. The dog pooped on the sidewalk and the owner didn't stop to pick it up. I pointed it out to him, but he said he couldn't see it. Who is responsible for picking up after a seeing eye dog???
