it is not functioning correctly. The countdown timer to cross the east side of Chapel St. does not match when the Chapel light turns green. For example, last night it still showed 4 seconds while the light to Chapel St. turned green and several people were in the middle of the road with cars honking at them. This is quite dangerous.
Although I have seen this happen on 3 separate times, when I stay and try to re-create the situation I can't, it seems to happen randomly.
In the attached photo you can see the Chapel light is green and the ped crossing is still blinking (and counting down). The stop "hand" was in-between blinks when the photo was taken, but it is clear that is was not a solid "stop".
