Noise is a component of city life. Why would a person sensitive to city sounds choose to live I an urban area? There are very quiet neighborhoods only a short distance from downtown. Perhaps a "fix" for this person's complaint would be to consult an alder about forming an anti-noise group.

I find it ridiculous when people move to this city and are surprised that there is noise. This is a city, with a thriving nightlife full of restaurants, nightclubs, and bars that stay open until the wee hours. As for the sirens, you live close to a hospital, one of the world's best, what do you expect? Not to mention the high crime rate in New Haven. As for the honking, that is aggravating, but what can you do about idiots who honk the SECOND the light turns green, or who drive through downtown at 1 am honking at everything that moves because they think they are being cute. My suggestion to you is either move to one of the nearby neighborhoods where it is much quieter, or get a white noise machine.
