Google Sophia Phoenix/New Haven and see what happens when a residents is trying to change the illegal noise in their neighborhood. She was a friend of mine for years and the Ct Mental Health experts were dumbfounded to why she was asked by the Police to evaluate her "condition". They found nothing wrong with her at all! Please be careful, the same can happen to you. I was at several neighborhood meetings about noise with Sophia, other residents and City officials (Arranow, etc.). They would not cooperate after telling us they would! A 906 Whalley avenue hairdressing salon stayed open past midnight and made a total noise racket at this time and STILL no intervention from the City.

The Police man-handled her physically and made "errors" in the written report and as a result Ms. Phoenix won $60,000 from her lawsuit. The Police and City harassed her often. Be careful because they are famous for saying the you are the ONLY one hearing the noise!

QUICKLY closing this issue says something about our City officials. It should stay open 2 weeks minimum---something is very wrong!!!!!

What a total punt by the City of New Haven. Simply linking the New Haven, CT Code of Ordinances does nothing to solve the problem. Perhaps you could be proactive and offer to measure the db levels of this woman's apartment to ensure it falls within the code? It is lawful within the code for city officials to inspect and measure noise from those sources which they have approved, namely demolition, construction, vehicular noise, refuse pick-up, and utilities. Also according to the code, a formal, written complaint should be submitted to the chief of police, who does have some power to mitigate these kinds of situations.

Called the police non-emergency line today (8/27/2017) to file a noise complaint, asked an officer to come by and measure the decibel level. Said: "Oh, we don't have anything here to do that." Also, he was totally unclear on the noise ordinance: I had to inform him of the regulations!
