The Town does not have a by-law that would require them to repaint the side. It is up to the building owner.

Does this mean any business in town isn't required to take care of their property? How do we get new by-laws?

The answer would be "Yes". That leads to another broader question: "Just what does Stoneham's town government do besides passing the buck with shrugged shoulders?
