URGENT SAFETY ISSUE SO CHEAP TO FIX! The crosswalk lines are still invisible. I have since had more than one close encounter while crossing in the crosswalks from East to West with a car turning right on red. They aren't looking for pedestrians. This is so cheap to fix that I have been tempted to buy some white spray paint and fix it myself. This is a special "blind/disabled safe crossing!" The speaker tells the blind when to cross safely. But I am a sighted person and I cannot cross safely! This is super cheap to fix, so what is the justification for doing nothing? Plus, the cross walk lines were created fairly recently, so the contractor seems to be using very cheap low quality paint. Please re-paint!

The crosswalks are even more difficult to see then when I first reported the white paint's being washed out. That intersection was renovated when the two apartment buildings went up at the two corners of Oberlin & Clark. That means the cross walks paint is new, but the paint is already badly painted. Perhaps the painting contractor has short-changed Raleigh as to quality & the contractor needs to be made responsible for re-painting. CITY OF RALEIGH: please don't wait until a blind pedestrian gets hit by a car turning right on red off of Clark onto Oberlin to repaint.

The City will have these markings refreshed. We have not yet b/c the thermoplastic material used for pavement markings is temperature based; the temperature has to be 55 degrees and rising for an extended period. Typically NCDOT and the City do not install pavement markings in the winter months because of the cooler temperatures. Thanks again for your inquiry and please rest assured this will be addressed.

wow thats a huge safety hazard, the city should really come up with an alternative technology solution, we dont care about ur procedure shortcumings we want a safe solution thanks

I'm a civil engineer that used to do pavement markings when I was an intern with NCDOT - the issues that the city listed are correct. There is no "alternative technology solution". Thermoplastic is pretty standard for crosswalk markings and the air temperature needs to be above 50-55 degrees or higher before it can be applied so that it will dry faster and so it will bond to the pavement. If applied at lower temperatures, the bond will be weak and you'll have to redo it again afterwards.

Closed since City acknowledged issue and is planning on fixing it when temperatures allow.

Were a pedestrian who had been injured to file a lawsuit against the City of Raleigh for negligence in how the crosswalk was maintained, I doubt that the court would care about temperature requirements for permanent paint. No doubt there are temporary paints or tints which can be used until the temperature is ideal for placement of permanent paint. Perhaps Engineering should forward these comments to the office of the city attorney.

Under North Carolina law, pedestrians have the right of way at all intersections and driveways whether it is marked or not (http://www2.acs.ncsu.edu/trans/wolftrails/documents/wt-ped-laws.pdf) so it has nothing to do with whether the crosswalk is there or not. The crosswalk definitely adds an additional safety measure but I highly doubt the City would be responsible for any accidents due to a poorly maintained crosswalk - it would solely be an issue between the pedestrian and the driver/cyclist etc...

LOL - paint and thermoplastic are the two solutions. Paint wears out fast, thermoplastic lasts several years and has higher reflectivity for paint (important for crosswalks with visibility). Thermoplastic is the hands down best solution for the best use. If you want the City or NCDOT to waste your tax dollars and put thermoplastic down when the ground isn't warm enough, maybe you can sign a form saying that you're personally liable for the wasted costs if it doesn't bond with the pavement and they have to redo it again :)

Also, there are often more than two parties with standing in a negligence action, which can at times appropriately include a party's failure to maintain certain locales or features.

You use regular paint, you just have to do it more often since it fades fast haha. Thermoplastic will last longer.

As reported above two days ago, the City has a work order for this location. Closing.

Needs fixing sooner

The city needs to fix this ASAP. Use paint and when temperature allows, then use thermoplastic. The safety of one person should take precedence. The crosswalks are hardly visible. The city would be liable for any injury or death.

Hurray! not only has the city painted new crosswalks at the corner of Oberlin & Clark, but also they have used the "fat-stripe" pattern, which is easier to see. Thanks!
