We have the same problem around the corner on Truman and have gotten a lot of attention from the NHPD. Please call the police dispatch (203-946-6316) IMMEDIATELY whenever it is a problem and ask them to send a patrol to the area. You don't have to give them your name or speak to an officer. but given them a description of the problem scooters and the riders. Then call or text Lt. Jason Minardi who is our District Manager at 203-668-6250 and tell him: (1) your name and address, (2) that you were given his number from a Truman Street resident that he knows very well (3) that you called dispatch but want to follow up with him, and (4) a description of the problem. It would be good to introduce yourself to him, so he knows he can work with you and you will work with his 'team' to resolve the problems issues in our neighborhood. We've had great success with the dirt bikes on Truman working with him, and the scooters can be dealt with the same way because they are obstructing traffic and being driven recklessly. Good luck.
