Agreed, I frequently walk through this area and have noticed that these dedicated left turn lights make no sense. While these lights might work acceptably in rush hour, during the rest of the day vehicles can now no longer turn left during the green phase when no vehicles are proceeding through the intersection from the opposite direction, which is a lot of the time. As the person who reported this issue noted, the same solution could have been implemented using advance green turn arrows under the existing lights instead.
