Yes, they came and cleared out the weed and a bit of the dirt, but it is still floods when it rains. It almost looks like the shallow chamber underneath the drain cover isn't actually connected to the drain system as a whole (the chamber is not nearly as deep as most catch basins...) , but maybe it's just really full of dirt.
