In my original post, I noted that I have contacted the apartment complex and the manager of the apartment complex informed me that the flooding is not their responsibility. What can be done if the management of the apartment complex refuses to take care of it?

This request is on private property and not within our jurisdiction. Therefore we can not intervene.

When I called Public Works yesterday, I was told this issue should be reassigned to Code Enforcement. Can this issue be re-assigned to Code Enforcement or another department?

The issues you are describing are not Code Violations and there is no further action that will be taken. Thank you and have a nice day.
