Have some wood frame on the curb side who picks that up because I just saw the trash people pass right by it?

This is most likely discarded construction material or what should be 'bulk trash' that someone just dumped. Your SeeClick Fix will hopefully catch Public Works and LCI's attention and they will tend to having it picked up. Thanks for your neighborly diligence.
