I contacted NCDOT I got a response from them. This work WAS done by the City of Raleigh.
"Thank you for your note. I did some checking into this and while the NCDOT does maintain Edwards Mill Road, the work performed in this area was done by the City of Raleigh. I contacted the District Engineer's office in Wake County and they determined this work was performed by the Public Utilities Unit. It is my understanding that Mr. David Cadman or Mr. Patrick Barnhouse with the City Of Raleigh Public Utilities Unit can assist you further."
