Many major streets within city limits are maintained by the state of North Carolina (NCDOT). The link below will show a map of the Raleigh area that indicates which streets are state-maintained, which are city-maintained, and which are privately maintained. Streets highlighted in orange are state-maintained, and you can see on this map that Edwards Mill Road is a state-maintained road. http://ral.maps.arcgis.com/apps/OnePane/basicviewer/index.html?appid=593854f94e9049e28ee8966117a5ccd6

I contacted NCDOT I got a response from them. This work WAS done by the City of Raleigh.
"Thank you for your note. I did some checking into this and while the NCDOT does maintain Edwards Mill Road, the work performed in this area was done by the City of Raleigh. I contacted the District Engineer's office in Wake County and they determined this work was performed by the Public Utilities Unit. It is my understanding that Mr. David Cadman or Mr. Patrick Barnhouse with the City Of Raleigh Public Utilities Unit can assist you further."
