AT&T recently upgraded its underground fiber optic cable along/across Ray Rd and down Congeniality Way. One week later I noticed this bump along Ray Rd where the asphalt is significantly raised. Will the NCDOT be correcting this bump? Or perhaps AT&T?

I have attached photos of my flooded drive.
I have tried to eliminate the runoff problem
With ditches (hand dug) to no avail. I have
turned 78 years of Dec. 2nd and am physically
unable to keep fighting this losing cause. Under
the mud, silt and debris I had a good sound gravel
It took around seven years to get the ditch unclogged.
I understand this is under the jurisdiction of DOT,
But it seems it never gets addressed.

Across the drive allowing more erosion and a fresh

Cross walk signal hasn't worked at Plaza and Creedmoor for several months. Would greatly improve pedestrian safety (especially around lunch time when the folks in the office buildings go to Mod Pizza and Harris Teeter) if these crosswalks could be activated.
