A gray Smart car with MA commercial plates and no resident sticker has been parked for months on Lyon Street. For 2 months it was in front of 2 Lyon. Once the snow finally melted, it was moved to 24 Lyon. Now it is at # 6 for the 3rd week. It is now only moved during street sweeping. Just recently it was ticketed but that is the only one I have seen.

Yes, the requirement is that any car parked in a residential zone for more than two hours at a time MUST be registered to that zone. This is not only to allow space for residential parking within the zone for registered residents, but to be sure that city and state registration and tax liabilities are fulfilled.
Landlords should notify their residents of the registration liability they assume while living within a residential zone. If the vehicle belongs to a visitor, not a resident, visitor permits can be acquired from the city by registered residents (even renters can acquire visitor tags).
