Deskripsyon

Large pile of bags of refuse left on curb on Saturday. Not in bins and more than 24 hours before pickup. This is unsightly and unsanitary.

This is an ongoing problem. The people living in the condos NEVER use garbage cans or recycling bins. They do not dispose of anything properly. I have even found broken glass just lying about. The bags get ripped open on a regular basis, whether by animals or homeless people or both. The garbage and recycling ends up all over the sidewalks and in the street. They do tend to put it out early, sometimes on Saturdays or Sunday nights before a holiday, when there is no pickup. I've even seen their garbage sitting out the night before a blizzard. I guess they don't care because apparently none of them have to use the sidewalk or park their cars on the street. I don't think there's a dumpster anywhere to be found in that complex. I have seen the residents of that complex using the dumpsters belonging to other buildings on the street.

New Haven Housing Code requires household rubbish to be placed in containers.

Paragraph 306: - Duty of occupant to dispose of rubbish, garbage.
In addition to duties specified elsewhere in this title, every occupant of a dwelling or dwelling unit shall dispose of all his rubbish in a clean and sanitary manner by placing it in rubbish containers required by subparagraph (d) of paragraph 300 of this title, and shall dispose of all his garbage and any other organic waste which might be food for rodents, in a clean and sanitary manner, by placing it in garbage disposal facilities or garbage storage containers required by said subparagraph.

Paragraph 300(d): Rubbish and garbage disposal. Every dwelling unit shall be supplied with adequate rubbish storage facilities and with adequate garbage disposal facilities or garbage storage containers whose type and location are approved by the enforcing officer. It shall be the responsibility of the owner to supply such facilities or containers for all dwelling units in a dwelling containing two (2) or more dwelling units. In all other cases, it shall be the responsibility of the occupants to furnish such facilities or containers.

According to this (http://www.cityofnewhaven.com/uploads/Housing%20Code%20Common%20Violations(1).pdf), it looks like LCI is responsible for enforcement of New Haven Housing Code paragraph 306.

Could someone please address this ongoing issue with a lack of containers?

Thank you. A good time for the inspection would be Sunday afternoon, as the trash usually builds up on Saturday and Sunday before being picked up on Monday.

Carpet rolls are considered construction and our trash and recycling crew can not pick them up. We will pick these up as "illegal dumping" items and will follow up with LCI as well. When we checked in November nothing was out in public area. Thanks for reporting.
