New Haven Housing Code requires household rubbish to be placed in containers.

Paragraph 306: - Duty of occupant to dispose of rubbish, garbage.
In addition to duties specified elsewhere in this title, every occupant of a dwelling or dwelling unit shall dispose of all his rubbish in a clean and sanitary manner by placing it in rubbish containers required by subparagraph (d) of paragraph 300 of this title, and shall dispose of all his garbage and any other organic waste which might be food for rodents, in a clean and sanitary manner, by placing it in garbage disposal facilities or garbage storage containers required by said subparagraph.
Paragraph 300(d): Rubbish and garbage disposal. Every dwelling unit shall be supplied with adequate rubbish storage facilities and with adequate garbage disposal facilities or garbage storage containers whose type and location are approved by the enforcing officer. It shall be the responsibility of the owner to supply such facilities or containers for all dwelling units in a dwelling containing two (2) or more dwelling units. In all other cases, it shall be the responsibility of the occupants to furnish such facilities or containers.
According to this (http://www.cityofnewhaven.com/uploads/Housing%20Code%20Common%20Violations(1).pdf), it looks like LCI is responsible for enforcement of New Haven Housing Code paragraph 306.
Could someone please address this ongoing issue with a lack of containers?
