It appears so. The exterior lights on the east side of the building have been off for the past three or four months. I stopped by 900 Chapel about two months ago, but the person at the front desk didn't know anything about the lights. The problem is exacerbated by two burnt out and a few completely missing street lamps on this side of the street on this block. In addition to being a safety issue, the darkness makes it more difficult to dodge all of the rats in this area.
900 Chapel St. about as inviting as the Dark Tower of Mordor. Aside from being hideously ugly (who was the talentless hack architect?) this civic black eye, shades the Southern end of the Green, condemning the CT Transit riders to perpetual gloom. The lack of artificial light, under the oppressive, hulking, overbite of the building, is in keeping with the architects anti-human message...
