Hi Nick, I wouldn't blame the location of the Supercans for what might be dumping. For neighbors without alley "frontage", I would rather these Supercans be in the alley rather than in neighbor's small front yards, or street tree spaces,.....or in their living rooms.....

Also while this junk could be there for a scheduled bulk trash pick-up, I agree that it is most likely dumping.

Yes, I know exactly why they are there. That doesn't negate the fact that they are on violation of the code. I've checked all this out before. In the spirit of being a good neighbor I haven't pushed the issue. However, the rests are a serious problem as well as no one minds putting their trash out of "their sight" but no one also bothers EVER trying to keep the ally clean and tidy except for me and one other neighbor...I.e., not their problem..out of sight...out of mind. I don't allow this against my house.
