So there is a "dump" on one side of the alley causing constant trash and rat problems. Is is my understanding that only houses that abut or are adjacent to the alley are permitted to put their cans on the alley. Depending on the time of year people dump all sorts of things in the alley. I had the city put up $5000 no dumping signs but they were stolen within a month.
