Two weeks later and they're still here

You shouldn't have to deal with an eyesore like this for two days, not to mention two weeks. In a similar situation where repeated calls to DPW for over a month produced no action, I wrote an old-fashioned print letter, enclosed photos, and sent it to the Mayor, cc'd to the DPW. The next day the trash was gone. Sometimes SCF isn't enough.

3 weeks. Still here.
