The last speed survey showed that the average speed in the 35 mph section of Country Trail was 31.5 mph. In the 25 mph section, the average speed was 27.4 mph. Only 1% of vehicles were going 20 mph over the limit

There is no 25mph zone on this road. From 7 - 8:30 am and 5-6:30pm. It is a race way. I see it every day. Of a policeman were to patrol this road for a week, he'd get his quota for the month in the days.

The section between Pinecrest and Leesville is 25mph

This discussion is about Town and Country Road, it is a .5 mile residential street between Leadmine and Millbrook. The entire street is posted 35mph, you have the wrong street.

Public Works also reviewed this issue, their response follows: Town and Country has been evaluated for traffic calming and has submitted a speed limit reduction petition. However, because of the high volume of traffic on the street they are considered a Major project and is currently ranked 29th on the major project list. The high volume also makes Town and Country ineligible to have their speed limit reduced. The current NTMP policy states that streets with a daily volume over 4, 000 vehicles per day cannot have their speed limit reduced. We are currently working on a policy change in the NTMP that will raise the volume thresholds and allow narrow streets with higher volumes to remain minor projects and also allow some measure of speed limit reduction. If the policy change is approved by City Council, Town and Country would be 8th on the updated Minor project list and come up for consideration for a traffic calming project this year. The volume threshold for speed limit reductions would be raised from 4,000 to 6,000 vehicles per day. However, it would limit those streets with between 4,000 and 6,000 vehicles per day to reducing their speed limit to 30 mph not 25 mph. We hope to present the new NTMP policy to Council for approval within the next 2 or 3 meetings. This is great thank you. In the mean time a simple patrol would solve most of the speeding, as it is the same people every day on this road. Put a little fear of a ticket, would solve many problems we think.

There are only nine homes on this road.

If speed humps are installed on this road, the folks who voted for this will soon regret their decision due to delays they will encounter when entering or leaving their streets.

City officials have declared that a successful petition has been submitted on the basis that 25 of 28 people signed a petition in favor of speed humps. This petition is illegal and invalid based on the city’s own rules, for the following reasons:

1. 214 letters/invitations to the petition meeting were sent to nearby residents. 185 of these were sent to the Windmere apartments. Would the pool for the petition not be the 214 residents rather than the 25 or 28 who actually attended? Item 2.3 in the rules (NTMP) states that a clear demonstration of support from area residents is required. 25 of 214 is only 12% approval.

2. I have a copy of the petition and I only count 22 signatures. 2 of the addresses on the petition belong to property where there is no home. There are only 12 addresses on Town and Country and only 9 homes! The others who signed the petition may have property adjoining Town and Country, but they do not have a driveway that directly enters Town and Country.

3. Line 15 on the petition is for property on Ricky Circle and the owner is listed as The City of Raleigh. I do not believe the city should be able to submit a vote in this matter. This vote should be omitted altogether.

4. The property on line 28 listed as 0 Lead Mine Rd. is owned by 8 separate entities according to Wake County online records. This vote should be omitted.

5. It appears that one person has signed for another person on line 25. This vote should be omitted.

6. The property on line 14 is a home owned by an investment company. I question the signature doubting that it actually belongs to someone who lives in this home. This vote should be omitted.

7. The petition is required to contain wording indicating how this calming will effect emergency responders. It does not. The Raleigh Fire Chief has told me via email that neither he nor anyone at fire station 16 had any knowledge of this petition beforehand. I have this Chief’s email.

8. The request for speed humps was first made in 2011 when the traffic count limit was 3000 per day and Town and Country had 5000 per day then. This request should have been discarded.

Given that there are only 22 signatures and lines 14, 15, 25 and 28 should be omitted based on a pool of 28 (which by all rights should be 214) the percentage is now 64% making this an unsuccessful petition.
I also want to add that this petition is dated 2/6/2014, but the City website had nothing about this issue until 8/18/2014.
