I think perennial spring and summer bulbs (daffodil, gladiolus) are the way to go. I wonder if there is some kind of fund available for residents to buy and plant their own, on city property, with permission. Or perhaps you would have to start a non profit (with permits) to garden on city property.
Work with your immediate neighbors on Cedar St. and Lamberton St. to start a Greenspace group via Yale's Urban Resources Initiative: http://environment.yale.edu/uri/programs/community-greenspace/ It's a terrrific way to know your neighbors better and thereby make your street safer--and more beautiful. I direct a Greenspace group that did the plantings right around the corner from you on Hallock Ave. 2 years ago, and on Howard Ave, between First St. & Second St. last year. It's too late to start a new group for this summer but you're very welcome to join us this summer to see first-hand how the program works. Our plans are still evolving, but we hope to replace 2 dead trees on Second St., add more plants to last year's plantings on Howard, and initiate new plantings on Third St. (between Howard & Greenwich) and Hallock Ave (between Second & Third). We meet once a week in June & July. The past few years it's been on a Tues. or Wed. from 6 PM to c. 7:30 PM but I won't know the exact day and time until my Yale student-intern contacts me in a few weeks. We are trying to delineate issues that are current and need the city's attention to resolve. Any issues prior to 2013 are being closed. If your issue remains and needs to be addressed by the city, please either re-open or open as a new See Click Fix issue. Thanks.
