This is the CAPITAL CITY. It is just to many cars and not enough asphalt.

This is a non actuated pedestrian crossing, therefore, the signal will trigger regardless of whether there is a person there or not.
Regarding markings at Pleasant Valley: There is a work order currently open to have the centerline temporarily refreshed until the project below is awarded at the end of the year

The traffic control staff has recently addressed the traffic congestion in this area in both the AM and PM travel peaks. Unfortunately there is not enough lane capacity to accommodate all the traffic. Slight modifications to the signal timing will not create a noticeable difference to the driver, however, cannot be made on a larger scale as that would cause increased traffic backup in the other direction.
