195 Lenox is privately owned by KRIS-ANDREW PROPERTIES LLC. Years ago if property owners were participating in programs where a govt agency was paying a portion of the rent they would have regular inspections and back then unregistered vehicles on the property had to be registered or removed. A horrible abuse of their power in my opinion but it may still be in effect. If the landlord is involved in any rent subsidy programs with this property you can try contacting LCI but you should contact the landlord first.

Private property. Who are you paying your rent to? They should be the ones to solve this problem. Stop paying extra for parking until it is fixed.

I am not a member of law enforcement, so I don't know the laws (!) but I'm thinking even though the vehicles are on private property, they are unregistered/no plates,so if the landlord doesn't care, you may be able to get them out of there anyway. If they had license plates, it'd be a different story. (maybe?) I agree with the jogger though, start with the landlord.

In most towns the unregistered cars must be kept in a garage(out of sight), I do not know about New Haven's laws.
