Question, do you expect the city to FORCE somebody to spend money on their yard that they may not have, just so you can be happy? Maybe this is somebody currently in a financial crisis and doesn't have money to landscape their yard or maintain a landscaped yard? But also, I think at least 60% of us have yards that look like this because WE ARE CONSERVING WATER AND ENERGY.

Yes, absolutely! The city can enforce a property or business owner to keep property safe and clean. Its called Maintenance Code Enforcement.
Money has nothing to do with keeping "YOUR" area maintaned and clean.
