Concerning roaches, the landlord is responsible for controlling them, not eliminating them so you may be bound by the cleanliness of other tenants in the building. There are also laws concerning heating and the landlord may be within them depending on the situation and time of year. Look on the web for the guide "Rights and responsibilities of landlords" and "Rights and responsibilities of tenants". I was a landlord in New Haven for 15 years and seen many media stories concerning slum landlords but they have NEVER done a story on a slum tenant. That is why I call them Slum Media.
