Parking in front of a hydrant (with or without plates & registration) is illegal and will result in a summons if observed. Reporting the condition to 3-1-1 is the best way to ensure enforcement. CB14 has also passed this complaint along to NYPD and asked them to visit the location to issue a summons. They will monitor this location to ensure the hydrant is not obstructed. how do u summons a vehicle that has no plates or registration???? They cover the VIN too. Theres no way to trace it anywhere. People are doing this around this area, just take off plates and park at metered spots, street cleaning etc...

The car was at the hydrant again. I made a 311 complaint and called the 70 precinct. The person on the phone said you can do that (basically) if cops can't summon it for identifiable information on it. So there folks permission to park where ever just take plates off and vin. Only in new york
