The whole length of the Grand and Red Cedar downtown has a great deal of litter on the banks and in the water, blown there by the wind storm. There are 5x7 foot pieces of Styrofoam by the Elm St. Bridge, and the 496 overpass. There is also a great deal of litter under 496 at Hosmer St on the median between the bridges.
