This frontage road stretch along Foothill between MacArthur and 106th is a perennial mess. Between windblown trash, seemingly abandoned cars, dumped garbage of all kinds, and recklessly high grass in the fire season, it is ran eyesore and a blight. The ONE TIME in my fifteen years living in the area that someone attempted to beautify the stretch by creating whimsical art out of found items (i.e., trash) someone complained (THEN!) and CalTrans removed all the cheerful, inspiring work. This stretch, at the least, should be simply regularly cleaned (at least monthly), as it is the exit corridor from one of our city's most attractive features, the Oakland Zoo. (Or what about a thoughtful approach such as a sidewalk or other planned improvement?) What kind of a message does this reinforce about Oakland, when that road is usually, and literally, a dump?
