Leaving cans out beyond trash day doesn't help. People complain that their recycling isn't picked up because there's trash on top. The city won't pick it up because there's trash on top of it. But if cans are left out indefinitely on public property people are going to put their loose trash in both trash and recycling cans, which is legal because, heck, they're trash cans! The debris and unremoved garbage then piles up which is a rat hazard and an attraction to dumpers. It seems like the rule to keep cans on your own property is a useful one.
