Please explain what you mean when you write that trash barrels are emptied at least weekly and why that has any effect on the fact that residents are throwing their trash over their backyard fence onto park land. They are not throwing trash into barrels. Have you even been to the location to check it out? Especially now, because it is winter and there aren't leaves on the trees, if you stand by Irving and Ella Grasso, and look towards the backyards of the houses on Chapel, 1674 Chapel throws their trash over their fence.
Can you also please explain why simply closing un-fixed problems better manages SCF issues.

Sorry - we did a bulk close of trash issues as most are related to trash bins. This was miss categorized with that closing as when we don't catch a report it often stays open even after its been picked up dozens of times.
On this issue, I have inspected from the Chapel street side. Unfortunately, due to the slope we have not yet figured out how to access the area to remove the debris.
