This odd piece of construction has been here 874 43rd Street and 9th Avenue for over a year now. Without any training as a building inspector, I'd guess that either the landlord or tenant is renting out single rooms in this apartment and that this person has built a stair as private entrance — either that or a drug dealer who needs an escape route if the police come to his front door.

Almost the entire stretch of 9th Avenue looks like illegal apartments have been created in basement space.

Come on, DOB! Get proactive on this!
