The Streets Division of Public Works cleaned out old patch material and repaired the area with asphalt in late October. Thank you for using See Click Fix to improve the City of St. Charles.

The Streets department manager and I had a conversation in which he stated the blacktop patches were temporary and that a full sidewalk replacement was scheduled. He didn't know the replacement date, but said he would call me back with the scheduled date He has not called me back after waiting two weeks.

Steps, I personally inspected this location today. Wedging and patching has been completed in front of 716 Washington. This picture appears to have been taken in front of 724 Washington. I have created a new Service Request for the Streets Division with this address and picture attached. Unfortunately, I do not know your identity, so asking the Streets Division supervisor (John Russell) to call you is impossible. I believe you will find John friendly and very easy to communicate with. You may reach John by calling the Streets Division at 636-949-3363.

This was not in front of 724 and this was the first submission of two. The second one was submitted due to this ticket stagnating for months.

Steps, thank you for making us aware of duplicate reports for this location on SeeClickFix. There were/are sidewalk sections that need repair between 716 & 724 Washington & at 802 North 8th Street. Street Division crews completed some asphalt wedging and patches at 716 Washington. On Tuesday, after receiving your report, more locations were added to the repair list.

Wedgies are bandaids, bubblegum and shoestrings. Where's the concrete replacements? Laying new sidewalks in old subdivisions on the north side nullifies the "backlog" excuse. When are the Wedgies out and new sidewalks in? It has been three years!

Good morning, Steps -
The City has implemented asphalt repairs as a temporary solution to address property owners concerns about pedestrian sidewalk safety. Asphalt is a cost effective alternative for what are typically smaller sidewalk repair sections.; labor and material costs are less with asphalt than with concrete.

Nationally, sidewalk maintenance and responsibility is a complex issue for Cities. In St. Charles, according to City code Section 505.270, sidewalk maintenance and repair is the responsibility of the abutting property owners, not the City. However, the Department of Public Works has continually worked with property owners on maintenance and repair instances throughout the City. Currently, property owners are offered (3) repair options pertaining to sidewalks. These options are as follows:
1) 50/50 sidewalk program - the City may contribute fifty percent (50%) of the cost to repair a defective sidewalk when a property owner requests the repair or requests the acceleration of a scheduled sidewalk repair. The property owner shall be responsible for payment of the sidewalk repair cost and the City will be reimburse the property owner 50% of that cost.
2) Temporary replacement of sidewalk sections or wedging with asphalt for safety issues. These repairs are only completed with the permission of the abutting property owner. In these locations, a permanent concrete repair will remain on the sidewalk concrete repair list and will be addressed in most cases within 2-4 years.
3) No asphalt repair is made and the location remains on the repair list to be addressed within 2-4 years.

The Department of Public Works is evaluating treatment options for asphalt repairs to address aesthetic concerns. These options may include painting or curing alternatives for homeowners to consider.
