Well, given that there's the possibility of pedestrians, red lights (yes, some people stop for them when they're turning as they're supposed to do), oncoming traffic, it's likely that they've paused for one of those reasons. Maybe have 30 seconds worth of patience for others?
That turning lane has been there for years, it was just never painted, so it prob one of those things where it will take people time to know it is there, a;though, when the light going west is green , you may as well wait if its busy, you wont be able to cut in unless your driving like a mad man anyway

The turning lane has not been there for years (justapaboy)....it's been there less than a month.
There is NO yielding necessary and no sign to yield, because when you complete the turn, you go into your own lane....one that thru traffic does not have.
BUT in saying all that.....don't hold your breath for anything to change. PA drivers are most definitely the worst I have seen anywhere. They can't follow signage and cannot stay in a lane if their lives depended on it. Just look at 15th street anywhere west of 2nd Ave and you will see nearly all traffic in the left lane (slower traffic keep right? not in PA) until they get to 4th ave, where they wander half into the right lane, then its crap shoot as to where they end up after that. Next example is 28th street west between 2nd Ave and 10th Ave west. Once again the PA only rule of slower traffic keep left is implemented....what? you mean there are 2 lanes there! Then when they approach 10th ave and are forced to make a right turn and the signage clearly indicates that it is the left lane that ends....nope we're going to stay in the left and turn from the left and who cares about those one or two cars actually following the rules of the road!
The only way to survive in PA is watch out for the idiots around you and don't expect them to follow any rules that you might be used to in the rest of the country.
I believe that a driver has to stop for a red light, regardless of whether or not there's a turning lane, Jess. I'm used to Ontario driving, but seems to me as that's a standard rule across the provinces. If you're in a turning lane, then you may turn when the lights say you might or when it is safe to do so, depending on the province. Jenn, I'm not sure if "slow traffic keep right" is the law in Saskatchewan. I know it is if it's posted, but I can't swear that it's part of the Saskatchewan HIghway Traffic Act. I'd have to look that up. Not all provinces have that clause.
You are suppose to yeild and then proceed when safe. Thats what we were taught in the proffesional driving course i took. I dont think the slower traffic keep right is an actual law but it should be common sense. I usually stop at that corner because you always have someone shooting over to that far lane even though it is law that they turn into the closest one. And like Peg said, 'Maybe have 30 seconds worth of patience for others?' If you are late because of that 30 seconds then you deserve to wait.
The frustratiion that arises at the intersection of 15th Street E and 6th Ave is borne of the fact that our biggest shopping district is fed by one road... nice planning guys and gals... I wonder who owned that property and had the City's ear?
David, if it's a red light, separate turning lane or not, you *have* to come to a complete stop and make sure that the traffic is clear for you to proceed.
Even if it's green you have to slow down and yeild the right of way to pedestrians. Maybe the people who think this issue needs to be fixed are the ones who are really the problem. Some people think that everyone needs to follow their idea of how to drive even though they are a danger to themselves and everyone else on the road.

When turning right on a red light you must first completely stop, then proceed as if you were dealing with a stop sign.
