Irregardless of whether they were forced to move or not the garbage pile up 4 days prior to moving is unacceptable. The garbage should be taken to the transfer station and not set out on the street to make the area look like a dump.
I talked the Public Works Department, Torrington does not have a public transfer station. Not sure when you took that picture, but it did not look like that at 9pm last night or at 10am this morning. I believe the scavengers might had made that mess and someone already cleaned it up.
What is someone supposed to do with trash from moving? You can't leave it in the place because the landlord can hold part of your deposit for clean up cost so it needs to go to curb. Damned if you do damned if you don't.
The picture was taken this morning. There is a transfer station at Albreada Refuse on South Main St. Irregardless of that the neighborhood shouldn't have to suffer because of ones inability to keep their garbage in check.
If there is too much trash to remain in the receptacle then they should pay to get rid of it elsewhere, furthermore, since the house is bank owned there is no landlord involved.
Albreada Refuse is not in technically Torrington, but regardless there is a minimum charge of $30 up to 500 lbs per trip.
Public Works said they send out a letters to the owners and they then have 5 days to remedy the issue before they will hire someone to place a lean on the property for the cleanup cost. But in most cases the trash is cleaned up with the next scheduled pickup.
I also called the listed owners, Deutsche Bank National Trust Company, they are going to send someone by to check the property and do the needful.
