Worker is hanging over roof ledge without harness. Who enforces worker safety in NHV?

Call OSHA: 1-800-321-OSHA.

OSHA can only enforce workplace safety regulations if the person is a contractor. If the person is the homeowner he can do whatever he wants, including hanging over the edge of his roof.
