Pickups have been lagging about a week behind reports of illegal dumping posted here. Waste Management has negotiated a slowdown of these pickups with the City of Oakland, in return for putting a price on compostable garbage pickups that isn't higher than regular garbage (see https://oaklandnorth.net/2015/10/09/oakland-city-council-votes-to-reduce-compost-collection-rates/ ).
While it's great that they've reconfigured the composting fees so that they make more sense to restaurants, I don't see why that has to come at the expense of the city's most neglected neighborhoods, which have started to resemble Calcutta during a garbage strike. This was bad enough before the backroom deal; it's gotten worse since then.
The idea of putting cameras up to capture footage of illegal dumping is good as far as it goes, but it won't do anything towards solving the problem without also assigning investigators to actually watch the tapes, identify the perpetrators, and prosecute them in a public manner. So far, the City hasn't done any of that.

- Brooke A. Levin is Director of Oakland Public Works. She is an American Public Works Association Leadership Fellow with more than 30 years of public and private sector experience, including the past 22 years with the City of Oakland. She has been Assistant Director of Public Works for the past nine and half years, overseeing a $60 million dollar annual budget. In that role, she managed the operation and maintenance of parks, city facilities, street cleaning, garbage and recycling collection, environmental cleanup, tree services and sustainability. For ten years prior to that she was Oakland's first Environmental Services Manager. She also played a key role in planning and public works issues as a Policy Advisor to Mayor Elihu M. Harris from 1991 to 1994, and had a lead role in the aftermath of the Oakland Hills Firestorm. She is an artist, enjoys yoga and is the proud mother of two sons. Brooke has a Bachelor’s degree from the University of New Mexico.
