If the car is parked in a place that meets Code as long as the car can be started and moves back and forth it is not required to have a license or insurance.

Having a car sitting in your backyard is up to code? The car hasn't moved from that spot in over 2 weeks so I would assume it's in need of repair that owner just isn't able or wanting to do right now. I guess another reason to want to move out of Lansing is that storing vehicles anywhere you want is acceptable.

Some people have nothing better do in their lives so they try to @#$% off their neighbors. It's so wonderful living in this nice friendly city these days. I think it's the mayor that gives people this attitude. It probably would be better if everyone built a 12 foot tall fence around their property so no one could see in, it wouldn't look nice but it would keep you nosy neighbors out.
