A few months ago, one large RV showed up, then a popout trailer, then a third rather run-down RV. None of the vehicles have license plates, yet they're all parked in the street. Junk and garbage has been steadily piling up around the vehicles, including propane tanks, wood and gas cans. Two of the vehicles place generators in the street and run them at night. One of the vehicles might be abandoned now.
The sidewalk is impassible when the occupants are sorting/selling junk. Walking out in a lane of traffic is the only way to pass. The trailer has a traffic cone in the lane of traffic, to direct cars and trucks around the popout section of the trailer.

Currently there are no laws or signage that prevent overnight parking or street living. OPD can only push them along and they will just move around the corner and set up camp again. This issue has been brought up in the NCPC meetings and OPD say these people aren't breaking laws (except for maybe illegal dumping, graffiti, or blocking sidewalk), but they are legally allowed to park and spend the night.
We all need to work on getting these laws changed, and have street restrictions placed so that OPD has something to work with. I will be contacting the city to see how we can begin to get this done...

@Karla- That's a good point. I will bring this to the next NCPC mtg (First thursday in Feb). If there are no laws preventing them from staying in the RV overnight, then OPD should at least enforce the dumping, graffiti, and sidewalk blocking!
The homeless advocates are pushing really hard to prevent homelessness from becoming a crime. However, we need to balance that with the needs of the residents. We don't want RV living in our neighborhoods! We all need to be as loud as the homeless advocates are! This site is a perfect first step, but we need to work with the city & OPD as well as get involved with our neighborhood associations to get laws & behaviors changed.

Our teenage daughter and Son can not even get to the bus stop every day for school because they have to walk past this encampment to get there. We have to send Them via Uber every day which is very expensive. My daughter and I have both been harassed when walking by so we have resorted to Uber to get them to school safely.

Hey Robblabla, the fact that you and the folks in the campers have failed in your obligation to adapt to the demands of a changing economy is not the issue here. If you're looking for a whiner, perhaps you should investigate your mirror. The actual issue here is that they're no longer contained within their campers, but sprawled out all over the street. They've accumulated piles of junk and dump their feces on the sidewalk. This represents a health hazard, not just to themselves but to the surrounding community. Beyond which, their presence is somewhat menacing.
I have no interest in kicking anyone while they're down and I don't think anyone else who has commented on this does either. However, that doesn't mean that any of us should be obligated to sacrifice our quality of life to indulge disadvantaged people as they break the law all over the place. I think it's completely unreasonable to expect this of anyone.

Wow, the City of Oakland doesn't abate situations like this? Isn't there anyone in charge anymore?
They certainly go after fire / health hazards far less severe, in situations where they think they think the subject can pay a fine.
