Yes, there should be a few seconds to let pedestrians who are in the middle of the street when the light changes to get all the way across. Many drivers are only looking at the light, and when it changes they gun that engine. I've been hit twice this way. Luckely going slowly but still. If the car in front does notice that there's a pedestrian still in the crosswalk, the guy in back doesnt' care and honks at the guy who is waiting for the pedestrian.
