I reported the same one and it was closed since they don't maintain it. I reported it to the DOT last week.

This location is not maintained by the City of Raleigh. We will close this See Click Fix inquiry at this time as only the City uses SCF to track issues in our area.

I contacted the state DOT. Here is their response.

While Wade Ave is a NCDOT Road, the manhole you are referring to is a City of Raleigh Sanitary Sewer Manhole. I would ask you to please report this problem to the City.
