916 Shepherd St has become a rat and other rodent haven. The owner keeps broken appliances on the front porch, stuffs trash underneath stairs, and hordes junk in the backyard. All of these trash structures attract and house rats. Rats can be seen on their front porch, in their yard, and on the sidewalks and alley in front and rear of house.
