I truly do not understand the point you are trying to make here - how does establishing a legitimate fence, on their own property, create an environment that will increase your own maintenance work, never mind CRIME? this seems completely illogical to me - who is going to be drinking or doing drugs near a fence that runs between your property and theirs - there's no room there!! based on the photo you also posted, the fence does not seem to impact your first floor's window that much and in fact, looks like a much needed addition to a yard that is clearly used by children.
