the dog at 637 Washington doesn't stop barking and the owners seem ro think this is normal/acceptable. he's kept outside all day and barks at anything that moves. this is a quality of life issue for neighbors in this densely populated area.

(a)No person shall keep, harbor, or cause to be kept or harbored, any animal in any place or manner within the city so as to cause a nuisance by reason of such animal's vicious disposition OR OTHER DISTURBANCE. ANY ANIMAL THAT DISTURBS THE PEACE AND QUIET OF NEIGHBORS or the public in any way is deemed to be a nuisance.[emphasis mine]
(b)No person having custody of any animal shall permit it to roam at large. Such action is deemed to be a nuisance, and a danger to the public health and safety.
(c)Any person who violates this section shall be guilty of an offense, and on conviction shall be punished by a fine up to the maximum amount authorized by state statutes or this Code."

A dog chained up all day and barking is neglected - animal neglect is animal cruelty. Animal cruelty is against the law. This animal also does not appear to have adequate shelter within reach from the elements. That is how it looks in this picture with the shortness of the leash and no view of any shelter in the picture. Call Animal Control and call it often until you get a response.
Officer Stephani Johnson often works alone is is kept very busy so if she does not respond immediately, please continue to call and leave her a message asking to her to call you when she is coming out; give your name and contact information so that she can follow-up with you if necessary. This is an important step to take because the authorities cannot investigate or even begin to put a stop to the cruelty unless they hear from the community.
Also - call Chris Soto, our neighborhood specialist from LCI (203-946-7731) regarding the pool.
Please keep us updated on any change in this situation. This house is in my 'back yard' also (I live on King) so we can work together on this.
