Definatley looks like a 2nd floor Addition with window openings on far exterior wall being constructed, That wall is beong supported by 2x4s, & if right wind storm comes along could blow it down & kill someone on ground, or take entire contraption down & crush anyone underneath.

The siding was being removed on driveway side as well, to reside onto this approx 24 x 30 addition, that does not look to code from Pine ST backyard or walking in Pine Alley & lookong across.

This house & one to the right also built some type of
Building in backyards in past & no permits were posted for constructing them.

City Inspector needs to address matters like this for peoples safty & code reasons. This looks like a disaster waiting to happen, like you see on news across the country, with decks / additions collapsing & maming people, & posibillty of killing someone, due to improper construction, & not being able to carry the weight.
