What do we need to do to get this fixed before the heavy rain starts?

Last time it rained, we can see that it has not been drained or repaired yet.
Here is the drain when it is dry, just next to the tree and in front of Yale RH building.
I am surprised that Yale has not reported that issue since it has been an issue for years!
