Vehicle was parked on a public street, completely blocking a crosswalk. Wheelchair bound individuals were unable to access the sidewalk. This vehicle was not parked on "pp" or what I assume is "private property."

There's an inherent desire not to enforce the rules and regulations within DC. I worry that someone didn't even look at this issue. They just closed it.
