The East Rock Dog Park is in very bad shape. Now that there are new apartments going up right across the street, could the city improve this little but special area? Also, can the poop bags holder be refilled or do they just get stolen? I think with more attention, it could be a nicer park. Look at how lovely Phelps Triangle is!
